Pavers lay asphalt across Otterbein Ave. where new underground utilities connected to existing utilities on Farthing Drive. The new water, electric, storm, and sanitary sewers were laid beneath Broad Street before preparing the surface for new curbs and gutters, curb cuts, and asphalt surface.
