Westerville City Council approved legislation Tuesday night allowing the city to begin negotiating with three property owners for the acquisition of land or temporary easements to build a new road extending Westar Boulevard from its end near the DHL building across Africa Road and through the 88 acres of farmland the city bought in 2023. The road would connect the West portion of Westar with development plans for the east section of land. The road would end at Polaris Parkway between Africa Road and North State Street.
Two new roads would connect with Hoff Road on the east, and a private drive through Central Ohio Primary Care offices to Altair Parkway. A map showing the proposed road is below.
The two pieces of legislation permit the city to talk with affected landowners, John and Joyce Starkey, about purchasing their property on Africa Road, adjacent to the end of the existing Westar Boulevard. They also allowed the city to talk with Reed Westervelt about his property, which would connect the road with Polaris Parkway.
